Two years experience as Business Planning & Administration Manager in Computing Resource management. Four years as Business Planning Manager of the Integrated Logistics Support organization. Three years experience in the Logistics support of the Strategic Mission Data Preparation System (SMDPS) including two years as SMDPS Logistics Manager. Five years experience in the Logistics Support of the Offensive Avionics System and Cruise Missile Integration (OAS/CMI) program through the Deployment & Activation effort. 29 years of support to the B-52 and KC-135 aircraft including 25 years active U.S. Air Force Maintenance and Maintenance Management experience.

1994 - 1996: CONTRACT ENGINEER - WYATT & ASSOCIATES

Developed and documented the planning for the accomplishment of unscheduled maintenance on Air Force One and other Special Air Mission (SAM) aircraft under consulting contract to the Boeing Company. Researched, analyzed and prepared recommended consumption projections for spare parts to support Air Force One. Coordinated re-allocation of computer equipment and personnel support for the Air Force One and C-137 COMBS (Contractor Operated and Maintained Base Supply). Prepared various plans in support of other Air Force aircraft.

1980 - 1992: BOEING AIRPLANE COMPANY

Business Planning & Administration Manager, Computing Resource Management; 1990-1992

Devised process to identify underlying resource requirements (rather than total funds) to constrain unsubstantiated budgetary demands. Managed a budget distribution system across two dozen organizational entities in five computing budget categories valued in excess of 150 million dollars. Effected budget reductions in excess of twenty million dollars without sacrificing mission requirements. Conducted analyses to identify and manage cost drivers. Developed parametric forecasting methods for projecting budget needs. Coordinated Wichita budget requirements with the appropriate corporate organizations.

Business Manager, Integrated Logistics Support; 1987-1990:

Developed overhead budget forecasts and devised visibility tools to accurately manage expenditures. Defended budgetary requirements to the ILS and Finance Directors. ILS Focal Point for Capital Assets, Computing Development Projects and Independent Research & Development projects to ensure timely and complete submissions were made and that cogent requirements were defined and funding levels were adequate. Developed a system to distribute Overhead budget responsibility for Labor, Non-Labor and Computing which gave Functional Managers ownership of, and accountability for, their expenditures. Scrutinized overhead billings to ensure accuracy. Detected and corrected well over $1,000,000 in inaccurate or inappropriate charges billed to the ILS organization from 1987 to 1990. Supervised the ILS Costs & Schedules organization and Self-Review (audit) program. Earned and maintained an image of honesty, accuracy and responsiveness throughout the company. Provided strong support in a wide variety of activities for the ILS Director and other members of his staff.

Logistics Manager, SMDPS; 1986-1987:

Managed SMDPS Integrated Logistics Support through the efforts of highly qualified and experienced SMDPS logistics personnel. Coordinated support requirements with other organizations for the timely, and integrated support of 21 proposed and existing SMDPS computer systems and other OAS/CMI program requirements.

Logistics Analyst; 1980-1986:

Led the efforts of the Deployment & Activation organization. Managed AEMIS and budget activity for the OAS/CMI Logistics organization. Recruited, selected and provided administrative management for OAS/CMI field teams numbering upwards of 75 personnel. Maintained effective pre-operational support program at 13 U.S. Air Force locations while staying on schedule and under budget. Initiated, coordinated and administered employee development and recognition programs. Prepared program publicity for publication in the company newspaper and conducted other customer relations activities. Managed office equipment and space requirements for A&WSI Logistics organization. Performed Site Surveys and audits as required. Assumed other supervisory responsibilities in the absence of the OAS/CMI Logistics Manager and the Avionics & Weapon System Integration Logistics Manager.

1956 - 1980: U.S. AIR FORCE - ACTIVE DUTY:

Maintenance Superintendent, SAC Headquarters; 1975-1980:

Exercised functional management authority over the distribution of more than 23,000 aircraft maintenance personnel covering more than 50 skilled specialties across 26 operating locations. Coordinated the development of manpower standards to accommodate changing missions and workloads. Defended manpower requirements to senior Air Force General Officers at the Major Command and Pentagon levels. Planned and directed the deployment of personnel to support various Strategic Air Command readiness requirements. Responded to Congressional and Pentagon inquiries relative to aircraft maintenance manpower and personnel issues.

Quality Control Superintendent; 1974-1975:

Responsible for the quality assessment and improvement of B­52 and KC­135 aircraft and associated powered and non-powered ground support equipment. Administered personnel evaluation and technical inspection program. Performed accident and incident investigations. Developed and implemented training programs to improve worker awareness of their role and responsibility for safety and air worthiness.

Maintenance Superintendent; 1972-1973:

Maintained surveillance over all combat aircraft in the Southeast Asia theater to ensure accurate assessment of combat mission capability. Gathered, prepared and briefed daily combat sortie and logistics data to both the Commander, 7th Air Force, Republic of Viet Nam and to the Commander, United States Support Activities Group (USSAG), Nakhon Phanom, Thailand.

1956-1972: Various other aircraft maintenance responsibilities including: B­52 Crew Chief, B­52 and KC­135 Phase Inspection Chief, B­52 Flight Chief, B­52 and KC­135 Quality Control Inspector and Quality Control Supervisor.

U.S. Citizen, Widower, Good health.  Held SECRET and TOP SECRET SBI clearances at Boeing and in the USAF for over thirty five years.  Computer oriented, professional computer programmer and Instructor (BASIC Language ).  Some exposure to Visual Basic, FORTRAN and PASCAL.  Solid experience with a variety of application software products including Microsoft XP Professional, Microsoft Office, (Microsoft Power Point, Microsoft Excel, Microsoft Word, Microsoft ACCESS, Microsoft Publisher), LOTUS 1­2­3 for Windows, Microsoft Works and other word processing packages as well as various 2D and 3D graphics applications including Photoshop 7.0.   Experienced with HTML 4.0 coding conventions and professional Web Site development.
